Anne J. Quail
Anne graduated from Mitchell Hamline School of Law in St. Paul, Minnesota after working in the education and business sectors. She spent more than ten years teaching in higher education followed by the ownership and management of a mid-sized construction company in northwest Iowa. After receiving her Juris Doctorate, she was employed as a judicial law clerk serving Iowa Judicial District 3A. She established Quail Law, PLC in 2019 providing legal services to individuals and businesses located in northwest Iowa, Minnesota, Arizona, Alabama, Colorado and Nebraska. Anne was appointed as Clay County Magistrate in 2020 and soon after accepted the position of Assistant Palo Alto County Attorney while continuing her private practice. In February 2024, Anne was appointed as Palo Alto County Attorney and is serving in that capacity in addition to her private practice.

Samuel Lyon
Sam graduated from Drake University Law School in Des Moines, Iowa. While attending Drake University Law School, he completed the Drake University Criminal Defense Clinic and Advanced Criminal Defense Clinic and served as a law clerk for the Maryland Office of the Public Defender in Anne Arundel County, Annapolis, Maryland.
Sam has been a member of the Iowa State Bar since 2009 and has worked for firms in Central Iowa and NW Iowa throughout the course of his career. He has also spent time working in human resources and employment law for a large landscaping company in Central Iowa. While practicing in Ames, Iowa, Sam served as the President of the Story County Bar Association and sat on the Board of Directors for the Ames Public Library Friends Foundation. Sam currently sits on the Board of Directors for the Voluntary Action Center of the Iowa Great Lakes, Inc.
Sam joined Quail Law, PLC in 2022, and soon after made partner, changing the name of the firm to Quail & Lyon, PLC. In addition to private practice, Sam is serving as Assistant Palo Alto County Attorney.
